  Notes	Educated at West Point and also attended Transylvania University in Lexington, Kentucky. In 1810, he was appointed by President Madison as Indian Sub-agent and stationed at Fort Madison and Fort Snelling. Was a Major in the War of 1812 and aide-de-camp to his father, General John Payne. He was at Fort Meigs during the siege by the British and Indians. After the war he farmed in Scott County and served as Justice of the Peace. (Payne, p. 262).
