Walker was born in Prairie Lea, Guadalupe County, Texas a few years after her family settled there from Ouachita, Louisiana. The family settled on a farm near the Philip Walker farm. Josephine's sister, Addie, died in 1879. Addie's husband, John P. Walker and their three young boys came to live with the Fenner family in Luling, Texas. Josephine married John P. in 1881. They had four children and lived in Luling.
