He was born in Martin County, the son of James and Mary (Young) Black. He was a retired painter.

He was a member and trustee of the Loogootee Christian Church and a director of the Goodwill Cemetery Association as well as being active in many community affairs.

On September 17, 1933 he married Avis McLemore.

On December 15, 1977 he died at 1:10 p.m. after collapsing suddenly at the home of a neighbor.

One sister still lived, Mrs. Una Born, Naperville, IL. A daughter, Lynn, died in 1973 and two brothers and one sister had previously died.

Frank married Avis M. McLemore on 17 Sep 1933. Avis (daughter of Albert Owen McLemore and Jennie Mae Herrin) was born on 13 Nov 1911 in Indiana; died on 13 Apr 1998 in Loogootee, Martin County, Indiana; was buried in Goodwill Cemetery, Loogootee, Martin County, Indiana.
